M23 authority controls Goma and a humanitarian access corridor into North Kivu. Goma customs warehouse is controlled by M23 and functional. We understand that there is little formal customs procedure at the Rwanda/DRC border, humanitarian imports are permitted provided that there is a letter of approval for the importation.
